What it is:

AI regulatory agencies are dedicated public institutions with the technical capacity to monitor and evaluate the deployment of AI systems, particularly in high-risk domains such as healthcare, finance, employment, criminal justice, and critical infrastructure. These agencies can take several forms: standalone bodies with dedicated AI mandates, specialized units embedded within existing sector regulators, or coordinating bodies that provide technical expertise and shared standards across regulators. Their core functions include licensing or certifying AI systems before deployment, auditing systems for bias, safety, and compliance after deployment, investigating harms when they occur, and maintaining the technical expertise needed to keep pace with a rapidly evolving technology. Regulatory agencies complement market-shaping tools (e.g., taxation, public investment) by providing the informational and institutional capacity needed to implement and adapt those policies over time.

If AI displaces workers at scale, governments will need institutions capable of seeing it coming and responding before the damage is entrenched. Dedicated AI economic monitoring capacity provided by AI regulatory agencies would allow governments to run scenario analyses against different adoption curves, identify which communities face concentrated displacement risk, direct retraining funding and fiscal support preemptively, and stress-test whether existing safety nets can absorb the scale and speed of potential disruption. Unlike universities or think tanks, regulatory agencies can compel disclosure from AI companies — accessing deployment timelines, workforce restructuring plans, and capability assessments that are otherwise held privately — and connect their findings directly to policy action.

The challenge:

AI capabilities are advancing faster than public institutions can build the analytical capacity to model their economic effects, and recruiting technical talent is difficult when AI companies offer compensation that public-sector salaries cannot match. There is also a calibration problem: forecasting AI's labor market impact requires assumptions about adoption rates, capability trajectories, and firm-level deployment decisions that are inherently uncertain — and policymakers acting on inaccurate forecasts risk misallocating resources, either preparing for disruption that doesn't materialize or failing to prepare for disruption that does. Lastly, there is a risk of regulatory capture, particularly if agencies become dependent on industry expertise or closely aligned with the firms they oversee.
