Rhea Subramanya

Rhea works at the intersection of economic policy, artificial intelligence and technological change. Over the past eleven years, she has combined economic analysis, quantitative research and policy advisory to help governments, businesses and international organisations navigate questions around AI, competition, labour markets and digital regulation.

Most recently, she was a Senior Technology Policy Advisor and Economist at the Tony Blair Institute for Global Change, where she managed research on AI, economic competitiveness and digital transformation and advised governments across Europe, Africa and Asia. Her work included a flagship study on AI-driven labour-market transitions that informed work with three EMEA governments, the launch of TBI’s AI Transformation Tracker, research on reforms to restore UK economic dynamism, and a G20 policy brief on digital regulation.

Previously, Rhea was a Senior Competition and Labor Economics Consultant at Edgeworth Economics, where she led econometric analysis for competition and labour-market matters involving Fortune 500 companies, including datasets exceeding 30 million observations. Earlier, she worked with USAID on blended finance and with the OECD on SME finance, contributing to Financing SMEs and Entrepreneurs. She began her career in India’s technology sector, first as a founding member of an early-stage digital commerce company and later at fintech startup Instamojo.

Rhea holds a Master of Public Administration in Economic and Political Development and Management from Columbia University’s School of International and Public Affairs, where she received the JN Tata Scholarship and a Columbia University Merit Fellowship.
