Permissions: Using Windfall's Content

Windfall publishes research, reporting, and other materials because we want them read, shared, and built upon by policymakers, journalists, educators, advocates, and the public. This page explains what you may do with Windfall's content without asking us first, what does require our permission, and how to reach us with questions.
Creative Commons Licensing
Most content on this website — including reports, briefings, articles, and press releases — is published under the Attribution-NonCommercial (CC BY-NC) 4.0 license. The license is noted on the relevant page or document. Under its terms, you do not need to request permission from Windfall before using, copying, adapting, or sharing that material, provided you comply with the license conditions below.
Attribution: Credit Windfall as the source, using the citation format described under “Citation format” below.
NonCommercial: Material may not be used for commercial purposes under the public license. A separate commercial license is available on request — see “Commercial use (CC+)” below.
Adaptations: Unlike a NoDerivatives license, CC BY-NC allows you to translate, excerpt, remix, and build on Windfall material. If you share an adaptation, you must say what you changed and may not state or imply that Windfall endorses the adaptation or you.
If a specific page, report, image, or dataset states a different license or terms, that notice controls over this general policy.
Commercial use (CC+)
The NonCommercial term above governs use under the public Creative Commons license only — it does not prevent Windfall, as the rights holder, from separately licensing the same material for commercial use. Windfall offers such a license through a CC+ (“CC Plus”) arrangement: a standard, independent agreement layered on top of the public license, following the model published by Creative Commons.
If you'd like to use Windfall content commercially — for example, in a paid publication, a for-profit film or broadcast, merchandise, or a product or service you sell — contact us with a description of the material, the intended use, and your organization. We review commercial requests case by case and, where we agree to license the use, provide it under a separate written agreement outside the public Creative Commons terms.

Content Reuse Guidelines
Reports and publications
Reports, briefings, articles, and other written publications covered by the Creative Commons license may be reproduced electronically, in full or in part — for example, reposted on a website, emailed as a PDF, or printed for classroom or organizational use — provided they are properly credited and any excerpting or editing is clearly indicated as such.
Linking
You do not need our permission to link to any page on windfalltrust.org. We only ask that a link not imply that Windfall endorses your site or organization unless that is true.
Excerpting and quoting
Quotations and excerpts — short or substantial — may be used with attribution, including as a standalone excerpt or incorporated into another publication, as long as it's clear the excerpt has been pulled from a larger work and Windfall is credited as the source.
Translations and adaptations
You do not need our permission to translate, summarize, or otherwise adapt Windfall material — the CC BY-NC license already allows this. We just ask that adaptations credit Windfall as the source of the original, clearly note that the work is a translation or adaptation (not the original), and not suggest that Windfall produced, reviewed, or endorses the adapted version. We're glad to hear about translations, especially from local partners and educators, but it's not required — feel free to write to us if you'd like Windfall to know about or link to your translation.
Logo and trademarks
The Creative Commons license covers copyright in our written and visual content; it does not extend to the Windfall name, logo, or other trademarks. These may not be copied or used to imply endorsement, partnership, or affiliation without separate written permission.
Citation format
When citing Windfall material, please include the author (or “Windfall” where no individual author is listed), the title of the work, the copyright notice, and the date of publication, for example:
Windfall, [Title of Report], [Year], windfalltrust.org.
Special Circumstances
Academic and classroom use
Teachers, professors, and students may use Windfall material in course readings, presentations, and coursework without a separate license agreement, provided the source is properly cited.
Photographs, video, and third-party material
Windfall does not always own the copyright in material that appears on our site, including some photographs, video, audio, and material we've licensed or embedded from partner organizations. Such material is typically marked with its own credit line, and our Creative Commons license does not apply to it. Permission to use that content must come from the original rights holder, not from Windfall.
Material excerpted from other sources
Where a Windfall publication itself quotes or reproduces material originally published elsewhere (for example, a government document, another organization's report, or news coverage), Windfall cannot grant permission to reuse that portion, since we do not hold the copyright in it. Please contact the original publisher directly.
Licensing Terms
No fee: Windfall does not charge for uses permitted under the Creative Commons license.
No signed agreement required: You do not need a countersigned license for uses that fall within the license terms above.
Duration: Permission under the license lasts for the full duration of copyright protection unless Windfall states otherwise for a specific work.
Requests Outside This Policy
For use of the Windfall name or logo, third-party material we don't hold the rights to, or any use not covered above, please contact us with a description of the material, the intended use, and the audience or platform where it will appear. For commercial use specifically, see “Commercial use (CC+)” above.
