Raphael is an economist supporting Windfall Trust’s work on national economic preparedness for advanced AI. His research focuses on welfare resilience, labour-market adjustment and economic competitiveness, including how governments can strengthen the institutions and delivery systems needed to respond to rapid technological change.
Before joining Windfall, Raphael spent eight years in the UK government, primarily at the Department for Business and Trade and its predecessor departments. He most recently served as Head of Automotive and Aerospace Analysis, leading a multi-disciplinary team of analysts to support major industrial policy and investment decisions across sectors including electric vehicles, aerospace and advanced manufacturing. Previously, heading up Cities and Regional Policy Analysis, he led economic analysis on regional growth, devolution, local institutions and place-based policy and regularly briefed Ministers and Secretaries of State.
Alongside his work at Windfall, Raphael works through his own consultancy, RG Economics and Illuminate Economics on economic strategy, industrial policy, trade, regional growth and the adoption of new technologies. His consulting work combines quantitative analysis with policy design, with recent projects covering UK HealthTech exports, apprenticeship reform and local economic development.
He holds an MSc in Economics from Queen Mary University of London and a BA in History and Economics from SOAS University of London.
