Brandon is a researcher contributing to scenario development at the Windfall Trust, where he explores how transformative AI could reshape economies, institutions, and everyday life. He designs scenarios to stress-test today’s institutions, unlock more ambitious policy thinking, and ask what it would take for technological breakthroughs to translate into genuine social and economic progress. He has led scenario workshops with economists, AI researchers, civil society leaders, and UK government officials.
Brandon’s broader research starts with understanding what people want from technological change, and then asks what institutions are needed to deliver it. With the Collective Intelligence Project, he designed the Global Pulse, a longitudinal survey tracking public expectations of AI and its changing societal impacts. His work on the political economy of AI examines how new institutions and infrastructures could help ensure transformative technologies raise living standards and strengthen the social contract. He was a founding member of the Public AI Network, where he led its flagship white paper on AI as public infrastructure, and has developed proposals for new public AI institutions in the UK and internationally.
Alongside his research, Brandon is Head of Product at OpenFn, where he builds open-source digital public infrastructure for governments and public-service organisations. He brings more than a decade of experience in mission-driven technology, alongside training in computer science at Yale and the history of science and technology at Cambridge.
