Adrian works at the intersection of economic policy, institutional design and technological change. He founded Windfall Trust to help governments, institutions and communities prepare for the economic consequences of advanced AI: labor displacement, wealth concentration and the erosion of the fiscal systems that fund public services. He leads the organization’s work with national governments, cities and multilateral bodies, stress-testing how far existing policy architecture can absorb a structural shift in how economic value is created and shared. Previously he co-founded and led the Centre for Public Impact, building it from an idea into a global organization of around 70 people working with governments and public institutions around the world on how to rebuild effectiveness and legitimacy. Before that he was a Principal at the Boston Consulting Group, a Fellow at the Institute for Government and a consultant at McKinsey & Company. He began his career inside the UK government, with roles at the Prime Minister’s Delivery Unit and the Strategy Unit and a year in 10 Downing Street as a policy adviser reporting to the Prime Minister’s Chief of Staff, work that shaped a lasting interest in why ambitious reforms fail at the point of implementation, and what it takes to build institutions capable of acting before a crisis rather than after it.
He holds an MBA from Harvard Business School and serves on the advisory panel for the Chandler Good Government Index.
