Every nation will eventually need a plan for how AI reshapes its economy — its jobs, its tax base, its social contract. Almost none has one yet. Windfall Trust exists to close that gap, before the choices get made without us.

We bring together the policymakers, economists, and researchers who are choosing to prepare — testing assumptions in scenario workshops, mapping the tools already available, and measuring gaps in readiness.

Unlike academic centres, we go beyond analysis. Unlike advocacy groups, we go beyond rhetoric. And unlike governments, we are free to explore bold, long-range policy ideas unconstrained by election cycles or legacy structures. Windfall is not a think tank. We are a policy accelerator for the age of Artificial Intelligence."

Windfall Trust is an independent 501(c)(3) nonprofit. Our funders have no editorial control over our research, findings or policy recommendations, and do not review or approve our publications before release.

They do not participate in decisions regarding the hiring, supervision, evaluation, or compensation of our staff.
